- Chelsea Football Club has issued the following statement:
- Chelsea will mount the strongest appeal possible following the decision of FIFA's Dispute Resolution Chamber over Gaël Kakuta.
The sanctions are without precedent to this level and totally disproportionate to the alleged offence and the financial penalty imposed.
We cannot comment further until we receive the full written rationale for this extraordinarily arbitrary decision.

Chelsea have been banned from signing any new players until 2011, after Fifa accused them of illegally inducing a French youth-team player to join the club in 2007.
Fifa's dispute resolution chamber today released a statement fining Gaël Kakuta €780,000 following a complaint from FC Lens and finding Chelsea "jointly and severely liable".
"A restriction of four months on his eligibility to play in official matches is imposed on the player Gaël Kakuta while the club FC Chelsea is banned from registering any new players, either nationally or internationally, for the two next entire and consecutive registration periods following the notification of the present decision," the DRC statement said. "Furthermore, the club, FC Chelsea, has to pay to RC Lens training compensation in the amount of €130,000."
The 18-year-old was voted the scholar of the year by Chelsea's academy staff in 2008, ending the season as top scorer after playing out wide or as an attacking midfielder.
But his season was cut short last year by injury, with a broken ankle and hamstring problems restricting him to just five appearances.
He had just been named in Chelsea's Champions League squad.

AP - FIFA Gives Chelsea 1-Year Transfer Ban
- ZURICH (AP) -- FIFA banned Chelsea from signing any players for a year because it encouraged a French player to break his contract and sign for the club.
- The governing body of world soccer said Thursday that Chelsea can't register any new players, from England or abroad, during the next two transfer windows -- in January 2010 and the next offseason. The next time the team would be able to sign a new player would be in January 2011.
FIFA's Dispute Resolution Chamber made the ruling after Lens complained that Chelsea lured teenage striker Gael Kakuta to break his contract with the French club and move to London in 2008.
- It ordered Kakuta and Chelsea to pay Lens $1.12 million in compensation. Chelsea must pay Lens an $186,000 as a training fee.
- The panel also banned Kakuta, an 18-year-old from France, from playing any matches worldwide for four months.
- ''The DRC found that the player had indeed breach(ed) a contract signed with the French club,'' FIFA said in a statement. ''Equally, the DRC deemed it to be established that the English club induced the player to such breach.
- ''Chelsea is banned from registering any new players, either nationally or internationally, for the two next entire and consecutive registration periods following the notification of the present decision.''

On the occasion of its last meeting held on 27 August 2009, the Dispute Resolution Chamber (DRC) was called to pass a decision in a contractual dispute opposing the French club Lens to the French player Gael Kakuta and the English club Chelsea.
The French club had lodged a claim with FIFA seeking compensation for breach of contract from the player and requesting also sporting sanctions to be imposed on the player and the English club for breach of contract and inducement to breach of contract respectively.
The DRC found that the player had indeed breached a contract signed with the French club. Equally, the DRC deemed it to be established that the English club induced the player to such a breach.
As a result the player was condemned to pay compensation in the amount of €780,000, for which the club, Chelsea, are jointly and severally liable, and sporting sanctions were imposed on both the player and Chelsea in accordance with art. 17 par. 3 and 4 of the Regulations on the Status and Transfer of Players.
